Preheat your oven to 375°F (190°C) and line a baking sheet with parchment paper.
In a mixing bowl, whisk together the gluten-free flour, sugar, baking powder, salt, and xanthan gum until well mixed.
In a separate bowl, combine the warm water, olive oil, eggs, and apple cider vinegar. Mix well until combined.
Gradually pour the wet ingredients into the dry mixture while stirring. If using a stand mixer, switch to the dough hook and mix on low speed until the dough is smooth and well combined, about 3-5 minutes.
If the dough is too sticky, add more gluten-free flour, one tablespoon at a time, until the consistency is manageable.
Divide the dough into 12 equal portions and shape each portion into a ball. Place the balls on the prepared baking sheet, leaving space between each roll.
Allow the rolls to rise for about 10-15 minutes while the oven finishes preheating.
Bake in the preheated oven for 25 minutes or until the rolls are golden brown on top.
Remove from the oven and let them cool slightly before serving.
