In a skillet over medium heat, brown the ground beef until fully cooked, about 7-10 minutes. Drain excess fat.
Stir in the taco seasoning and cook according to package instructions, usually adding some water, and simmer for about 5 minutes.
In a mixing bowl, combine the softened cream cheese, sour cream, and half of the shredded cheddar cheese. Mix until creamy and fully combined.
Add the cooked taco meat and salsa to the cheese mixture; stir until everything is well combined.
Pour the mixture into a 9x9 inch baking dish and spread evenly.
Top with the remaining shredded cheddar cheese.
Bake in a preheated oven at 350°F (175°C) for 15-20 minutes until the cheese is bubbly and golden.
Remove from the oven and allow to cool slightly. Garnish with chopped green onions.
Serve warm with tortilla chips for dipping.
