Preheat your oven to 350°F (175°C).
In a large skillet, heat the olive oil over medium heat. Add the diced onion and minced garlic, sautéing until they are soft and fragrant, about 3-4 minutes.
Add the ground beef (or turkey) to the skillet, cooking until browned. Drain excess fat if necessary.
Stir in the chopped bell peppers, diced tomatoes, cooked rice, Italian seasoning, salt, and pepper. Cook for an additional 5-7 minutes until the peppers are slightly tender.
Transfer the mixture to a large baking dish, spreading it evenly.
Sprinkle the shredded cheddar cheese on top of the casserole.
Bake in the preheated oven for 25-30 minutes, or until the cheese is melted and bubbly.
Remove from the oven and let it cool for a few minutes before serving. Garnish with fresh parsley if desired.
You can customize this casserole by adding other vegetables such as zucchini or corn.
For a vegetarian version, replace the meat with black beans or additional vegetables, and use vegan cheese if desired.
Store leftovers in an airtight container in the refrigerator for up to 3 days. Reheat in the oven or microwave before serving.
